摘 要：“体育健康”特色小镇既是供给侧结构性改革的重要举措，也是体育产业发展的产物，是我国运动休闲特色小镇建设的一个有益尝试。江苏省以建设运动休闲特色小镇为契机，2016年率先开展了“体育健康”特色小镇建设，取得了一定成效，并积累了一些经验：以“体育健康”特色小镇建设为引领，促进体育消费升级;以“体育健康”特色小镇建设为抓手，不断完善体育产业发展的动力机制;以“体育健康”特色小镇建设为契机，充分发挥政策工具的作用;以“体育健康”特色小镇建设为依托，促进健康产业、旅游业、文化产业等多产业的融合发展。启示：夯实产业基础，构筑开放的营商平台;坚持政府引导，充分发挥市场主体的作用;以“体育健康”特色小镇建设为契机，促进特色小镇各产业的协同发展;突出“体育健康”特色小镇的体育特色，使特色小镇多产业融合发展。本文旨在为运动休闲特色小镇的建设提供理论参考与实践启示。

Abstract：The sports and health featured towns are not only an important measure for the structural reform of the supply side， but also a product of the development of the sports industry. It is a useful attempt for the construction of the sports and leisure featured town in China. Taking the opportunity of building featured towns， Jiangsuprovince took the lead in building sports healthy featured towns in 2016 and has achieved certain results and accumulated some experience， including promoting the upgrading of sports consumption led by the construction of the sports and health featured towns; optimizing the dynamic mechanism of the sports career"s development constantly with the construction of sports and health featured towns as the grip; giving full play to the role of policy tools with the construction of sports healthy featured towns as an opportunity; and promoting the organic integration of healthy， tourism， culture and community function based on the construction of the sports healthy featured towns. Enlightenment： Consolidating the industrial foundation and building an open business platform; adhering to government guidance and giving full play to the role of market players; promoting the coordinated development of all aspects of the town by taking the opportunity of the construction of sports and health featured towns; highlighting the sports and health featured town"s sports characteristics so as to achieve the multi-industry integration and development. The main purpose is to provide theoretical reference and practical enlightenment for the construction and sustainable development of sports and health featured towns.

江蘇省以建设运动休闲特色小镇为契机，2016年率先展开了“体育健康”特色小镇建设，提出到2020年基本建成20个体育健康特色小镇，并公布了第一批8个体育健康特色小镇的名单。经过建设，目前已有一定进展，本文对江苏省“体育健康”特色小镇建设经验展开研究，以期为运动休闲特色小镇的建设提供理论参考与实践启示。
